The Private Property Rights Institute (PPRI) is a 501(c)(4) nonprofit organization dedicated to defending the fundamental right to private property ownership, a cornerstone of personal freedom and economic prosperity. Our mission is to protect landowners from government overreach, burdensome regulations, and zoning restrictions that threaten their ability to control their property.
Government is instituted to protect property of every sort; as well that which lies in the various rights of individuals, as that which the term particularly expresses.

Charlie Kolean
Executive Director
Kolean has profoundly influenced the political landscape. In 2024, he expertly managed two Super PACs, in addition to advising numerous other clients, that played pivotal roles in over 150 elections, securing victories in eight statewide races and spearheading the largest independent expenditure in U.S. history focused on local races. His strategic acumen and deep understanding of political dynamics have made him a leading figure in political consulting.
Kolean also served on the Trump campaign, where he further honed his skills and expanded his network. As a lobbyist, he has represented various causes, focusing on energy, foreign affairs, and election integrity, demonstrating his versatility and commitment to shaping policy and public opinion.
Outside of campaign management, Kolean has been a significant voice in political discourse, frequently appearing as a political commentator on WBAP radio, Newsmax, BBC, Barrons, and OAN. He has also held influential positions in both state and national party leadership.
Dominic Arzon
Deputy Director
A lifelong advocate for conservative values, Dominic founded one of the nation’s first high school chapters of Students for Trump and remained active in College Republicans throughout his years at Southern Methodist University, helping to energize and expand the conservative movement among young voters.
His grassroots involvement continued as a Dallas County GOP Precinct Chair, where he played a pivotal role in mobilizing the local Trump voter base and strengthening Republican engagement in the community.
Professionally, Dominic has worked in big data and strategy consulting, advising Fortune 500 clients and delivering actionable insights to help organizations solve complex challenges.
In addition to his work at the Institute, he serves on both county and city commissions, contributing to policy development and community initiatives that protect property rights and promote responsible governance. Dominic is dedicated to advancing the principle that property rights are fundamental to individual liberty and economic prosperity, and he champions these values through advocacy, coalition-building, and innovative policy solutions.
